    <p>As a former Navy Officer, in this case, no he had no reason to
      violate the chain of command.  Especially when he was advocating
      removing the ship from battle readiness and the actual status of
      any particular ship is classified.<br>
    </p>
    <p>I don't understand why most of the letter exists (the part about
      so carefully explaining the problem)....it is explaining something
      anyone in the Navy knows.  On the other hand, the press would need
      that laid out that way.  It seems he planned on sending out from
      the start.<br>
    </p>
    <p>Also, as an aside, the captain of a carrier is almost assured of
      making flag rank after their command tour.  In other words, they
      are politicians.<br>
