<p class="MsoNormal" style="margin:0in 0in 0.0001pt;font-size:12pt;font-family:Calibri,sans-serif"><span style="font-family:Alegreya;color:rgb(20,23,26)">It’s
hard to appreciate the experience of being an F1 student unless you’ve been one.
The anxiety and cloud of deportation is constantly hanging over you should you
change addresses and forget to report; drop below the minimum number of credits
for full time students; take an incomplete. </span><span style="font-family:Alegreya">Moreover,
aside from the paperwork and extensive documentation required<span style="color:rgb(20,23,26)">, </span>F-1 visas are primarily money makers for
U.S. institutions. Here are the ways:</span></p>
<p class="MsoNormal" style="margin:0in 0in 0.0001pt;font-size:12pt;font-family:Calibri,sans-serif"><span style="font-family:Alegreya"> </span></p>
<p class="gmail-MsoListParagraphCxSpFirst" style="margin:0in 0in 0.0001pt 0.5in;font-size:12pt;font-family:Calibri,sans-serif"></p><ul><li><span style="font-family:Alegreya">GRE and TOEFL fees
that international students have to pay -- higher if paid outside the U.S.</span></li><li><span style="font-family:Alegreya">Sending test scores
to various institutions </span></li><li><span style="font-family:Alegreya">College application
fees – you cannot simply apply to one institution, right?</span></li><li><span style="font-family:Alegreya">Certification fees
for academic transcripts from foreign institutions </span></li><li><span style="font-family:Alegreya">Visa application fees</span></li></ul><p></p>
<p class="MsoNormal" style="margin:0in 0in 0.0001pt;font-size:12pt;font-family:Calibri,sans-serif"><span style="font-family:Alegreya">To process a visa,
you need paperwork that can only be issued after either paying or providing
proof that you can pay a full year’s tuition, living expenses, mandatory health
insurance, and various fees. Even with all the documentation and fees, being
granted a visa is not guaranteed, nor does entry to the U.S. even with a visa. USCBP
has been known to deny entry on some technicality. </span></p>
<p class="MsoNormal" style="margin:0in 0in 0.0001pt;font-size:12pt;font-family:Calibri,sans-serif"><span style="font-family:Alegreya"> </span></p>
<p class="MsoNormal" style="margin:0in 0in 0.0001pt;font-size:12pt;font-family:Calibri,sans-serif"><span style="font-family:Alegreya">Once here, your visa
is dependent on your enrollment and can be revoked any time. Thus ICE’s
advice to transfer to an institution holding in-person classes is near impossible
because the transfer process involves several U.S. agencies and the
respective institutions. To compound matters, most countries have imposed an
international travel ban, particularly on U.S. travelers, as the country is
deemed a coronavirus hotspot. How do you up and leave?</span></p>
<p class="MsoNormal" style="margin:0in 0in 0.0001pt;font-size:12pt;font-family:Calibri,sans-serif"><span style="font-family:Alegreya"> </span></p>
<p class="MsoNormal" style="margin:0in 0in 0.0001pt;font-size:12pt;font-family:Calibri,sans-serif"><span style="font-family:Alegreya">Clearly, international
students are not some special, apolitical immigration category. I would wager
that this latest ICE notice is interconnected with policies against both legal
and illegal immigration. Finally, F1 visas are characterized as non-immigrant
or non-resident alien, which imposes restrictions on life, work, travel, and general
wellbeing.</span></p>

<p>The memo explains to college administrators that their international (nonimmigrant) students must<b><i>
</i></b>take either onsite courses or a mix of onsite and online courses in the Fall 2020 semester to remain in the United States.<u></u><u></u></p>
<p>In addition to raising awareness of the extraordinary conditions for international students, the memo offers the opportunity to discuss clarity in writing (e.g., note the 33-word opening sentence in the 116-word opening paragraph but also the headings and
numbered or bulleted lists). <u></u><u></u></p>
<p>And given the experience of the Spring 2020 semester and the ongoing COVID-19 crisis, the memo raises ethical questions about putting the following key piece of information in a 63-word sentence in the middle of a 151-word paragraph on page 2 of a 3-page
memo [italics mine]: <u></u><u></u></p>
<p style="margin-left:0.5in"><i>If a school changes its operational stance mid-semester, and as a result a nonimmigrant student switches to only online classes,</i> or a nonimmigrant student changes their course selections, and as a result, ends up taking an
entirely online course load, schools are reminded that nonimmigrant students within the United States are not permitted to take a full course of study through online classes.<u></u><u></u></p>
