For a timely example of a letter of transmittal, consider Jack Smith’s letter of January 7, 2025, to Attorney General Merrick Garland for the Final Report on the Special Counsel’s Investigations and Prosecutions.
In this 4-page letter, Smith
* explains how the criminal investigation of Donald Trump (for interference in the transfer of power and for possession of classified documents) resulted in Smith’s appointment as Special Counsel
* attests to the credibility of the investigation by detailing its independence, nonpartisan nature, and attention to historic policies and procedures as well as by noting the experience and integrity of the entire team of federal prosecutors
* emphasizes the importance of the investigation
* reinforces Smith’s autonomy in the decision to bring charges
* identifies the report transmitted
* announces the completion of service and expresses gratitude for the opportunity
